1. (C/NF) On February 5, Ministry of Economy Under Secretary
Abdulla Al-Saleh (the number two to Minister of Economy
Sheikha Lubna Al-Qasimi) told econchief that the draft export
control law had been passed from the Ministry of Economy to
the Ministry of Justice. The Ministry of Justice reviews all
legislation before it goes to the cabinet and the Federal
Supreme Council (rulers of each Emirate) for approval to
ensure that the legislation is compatible with existing
legislation.
2. (C/NF) Comment: After significant delays, the draft law
appears to be moving forward. Since much of the lag has
reportedly been due to the difficulties in bringing various
actors on board (including the individual emirates) and since
the Cabinet has considered the law already, we are hopeful
that this should move relatively quickly. Nonetheless, ISN
and USDOC/BIS should retain the subject of &Export Controls
Legislation8 on the proposed draft agenda for the upcoming
Counter Proliferation Task Force. End Comment.
