1. (S/NF) Econchief met with MFA Director of Organizations
and International Conferences and Counterproliferation Task
Force Member Yacub Al Hosani on October 18 to inform him that
Iraqi insurgents have received components for explosively
formed penetrators from the UAE firm Modern Plastics Industry
through the UAE firm A&N group. Econchief also provided
Al-Hosani with copies of the photographs of the PVC piping
(ref a). Al-Hosani promised to pass the information to the
relevant investigatory authorities. He asked whether the
items were dual use and if the USG had information that
either company was a witting supplier to the insurgents.
Econchief explained that we had discovered the items in two
caches and that the PVC pipe bodies have been used in EFP
attacks across Iraq. Econchief asked that the UAEG
investigate the entities with a view toward ending any
support they may be providing Iraqi insurgents and share the
results of its investigations as soon as possible.
2. (S/NF) According to the Zawya directory, Modern Plastics
Industry (MPI) was established in 1987 in Dubai. Its
principal activities are manufacture of UPVC pressure pipe
fittings, HDPE boxes and crates. The address is P.O. Box
31550, Dubai. Telephone 971-4-285-9537; fax
971-4-285-4637; email mpiuae@emirates.net.ae; website
www.mpi.ae. The director is Kabir Valrani. According to
Zawya, MPI is owned by the Oasis Investment Company, a
conglomerate which carries the Atlas brand as well as others.
Post was unable to find any information on A&N group.
3. (S/NF) Action request: Please provide any further
information as it is developed that we can pass the UAEG to
help with its investigation, especially on whether the above
companies wittingly supplied the insurgents. End Action
