1. (SBU) On July 25 Emboff met with Anwar Barout, MFA Deputy
Director for International Organizations, to urge UAEG
adoption of the Nuclear Terrorism Convention (NTC) at its
earliest opportunity. Emboff noted that other states in the
Gulf region including Saudi Arabia, Kuwait, and Qatar (also
Egypt, Jordan, Syria and Turkey) have already signed the NTC,
and that the convention is in line with UAE stated policy.
Emboff passed a copy of the NTC for UAEG review, and stated
that the NTC can serve as an important impetus for the UAE to
ensure that its domestic nuclear regulations meet
international best standards. Barout expressed thanks for
highlighting the issue, and noted that the UAEG was currently
looking into the NTC and hoped to respond positively in the
coming months.
