1. (S) Summary. On July 17, 2007, Emboff met with MFA
Americas Desk Officer to discuss USG proposals to strengthen
UAE export controls, and delivered non paper containing the
USG proposal for export control engagement with the UAE (ref
A). MFA officer confirmed UAE interest in holding a
working-level export controls workshop with USG experts in
September. Emboff also inquired about the identifier
information related to Daniel Frosch and Mayrow General
Trading, but was told that this would most likely be
unavailable until the MFA Dir of International Affairs
returned from foreign travel. Ambassador also discussed the
proposal with Dubai General Directorate of State Security
Director Mohamed Al-Qamzi, the Chairman of the UAE's
Counterproliferation Task Force (CTF). We will provide
Department with the UAE's formal response to the proposed
workshop and the identifier information as soon as we receive
it. End Summary.


2. (SBU) In the absence of Yaaqoub Al Hosani (MFA
representative to the CTF),Emboff met with Rowda Al Otaiba,
MFA Americas Desk Officer, to seek UAEG agreement for a
workshop on implementing regulations to support the UAE,s
pending export control law, as USG proposed at June 11 CTF
Working Group in Abu Dhabi. Otaiba, who attended the June CTF
Working Group, reaffirmed her view that the export control
workshop should take place September 9-10 in Abu Dhabi as
discussed at the CTF. Emboff provided Otaiba with the
interagency-cleared non paper containing the USG,s proposal
for further export control engagement with the UAE (ref A).
Otaiba welcomed the initiative. Post also presented the
information to Dubai General Directorate of State Security
Director Mohamed Al-Qamzi, the Chairman of the CTF.


3. (S) Emboff asked when the UAEG would provide written
identifier information previously shared verbally with USG on
individuals related to Daniel Frosch and Mayrow General
Trading (ref B). Otaiba stated that further information
would most likely be unavailable until Yaaqoub Al Hosani, MFA
Director of International Affairs, returned from foreign
travel but agreed to investigate the matter in his absence.
