1. (SBU) Emboff delivered demarche points to Ambassador
Tanoh Boutchoue, MFA Office Director of International
Organizations and UN Affairs, on June 3. The MFA will relay
any official reaction from the GOCI.
2. (C) Speaking informally, Boutchoue said the situation in
Darfur was "intolerable" and "a barbaric, embarrassing
outrage." He said that too many African despots hid behind
sovereignty, and that Darfur is a prime example. Continuing
his informal observations, Boutchoue said it was regrettable
that the U.S. is "too distracted with other priorities" to
bring the issue to a definitive, rapid closure, but said Cote
d'Ivoire would do what it can to help. Asked about
interceding with key European capitals, Boutchoue
acknowledged their reluctance to press sanctions was a
problem, but remained noncommittal as to whether his
government would push the issue.
