1. (C) PKN Orlen Deputy President told Econoff that PKN
Orlen is interested in purchasing the Unipetrol refinery
assets Conoco Phillips recently announced it is selling to
Lukoil. Filipowicz emphasized that Orlen, as majority owner,
has right of first refusal to purchase the assets, and wants
to ensure that Lukoil does not have any interest in the
plant. He was dismayed that Conoco Phillips announced the
sale without first discussing the deal with Orlen as he
believed the press portrayed the acuisition as a done deal.
2. (C) Orlen has notified Conoco Phillips of its interest
in purchasing the assets and intends to discuss the purchase
further with Conoco Phillips representatives during the
Commerce-sponsored energy roundtable in Washington on
November 28. Filipowicz also stated that PKN Orlen's pending
purchase of the Mazeikiu refinery in Lithuania will have no
impact on Orlen's ability to finance the purchase of the
Unipetrol assets.
