1. (C) Political Counselor orally delivered paragraph four
points of reftel demarche to Beata Baranska, Director of the
Political Division in the MFA's UN Department, emphasizing
that Venezuelan President Hugo Chavez's UNGA speech was
further evidence of that Venezuela was not an appropriate
candidate for the UN Security Council. PolCouns provided, as
instructed, paragraph five points of reftel as a non-paper.
Baranska reiterated Poland's firm opposition to Venezuela's
candidacy and support for Guatemala, and said Poland is
actively lobbying other countries.
2. (C) In a separate conversation with PolCouns September
26, Baranska and Miroslaw Luczka, MFA Acting Director for UN
Affairs, suggested that Guatemala (and the U.S. and countries
like Poland) should do more to promote the reasons why it
would be a good Security Council member, in addition to
lobbying against Venezuela. Baranska pointed out the very
positive role Guatemala plays in the UN, including in
peace-keeping, but said some countries are not aware of this.
Baranska and Luczka noted the very positive image Guatemalan
Foreign Minister Rosenthal has, and suggested that stronger
lobbying by Guatemala might help its candidacy. The bottom
line for Poland, however, remains that it is firmly opposed
to Venezuela's candidacy.
