(C) The Ambassador delivered reftel points on Guatemala's bid
for a non-permanent UNSC seat to MFA Undersecretary Albinas
Januska on the margins of Januska's February 8 meeting with
EUR PDAS Kurt Volker (septel). Januska was receptive to our
message that Guatemala, not Venezuela, deserves a seat on the
Council and said the GOL would have "no problem" supporting
Guatemala. We fully expect the GOL to do just that when the
issue comes to a vote.
