1. (C) On October 12, Nikolaus Scherk, the Assistant
Secretary-level Director of the Austrian MFA,s Asia
SIPDIS
Division, called the DCM to follow-up on reftel conversation.
2. (C) Scherk referenced a meeting in Brussels that he
attended the previous day with European colleagues. During
this meeting, Scherk learned that the Czech Republic and
European Commission had also received requests for a visit by
North Korean Vice-Minister of Foreign Affairs Kung Sok Ung.
The attendees conferred and agreed that it would not be
appropriate to receive Kung at this time.
3. (C) Separately, Scherk said that North Korean Ambassador
Kim Gwang Sop had returned to Vienna after a five-month
absence and would be calling on the MFA in the next few days.
Scherk stated that he would use this opportunity to
underline Austrian unhappiness with North Korean policy.
Scherk noted that Kim has been in Vienna for thirteen years,
making him one of the longest serving ambassadors in Austria.
