1. (U) EconPolCouns and PolOff delivered reftel demarche on
September 20 to Peter Huber, the Austrian MFA's DAS-level
Deputy Director for International Organizations.
2. (U) Huber said he "could guarantee" that Austria would
support the need to reach a concensus outcome on the scale of
assessment. He was confident that a concensus outcome would
eventually result, but perhaps only after some long, tough
negotiations. However, he suggested that all members should
be flexible and open-minded during the negotiations.
