1. Charge delivered reftel demarche on July 27 to Alexander
Kmentt, the MFA's acting Arms Control Director.
2. Kmentt was aware of the draft treaty the U.S. introduced
on May 18. In general, he said, Austria supported a Fissile
Material Cutoff Treaty (FMCT),and was happy that the EU had
been able to issue a statement to that effect during the
Austrian EU presidency for the first time in four years. He
noted that the EU and the U.S. had differences on an FMCT.
One such difference involved the EU view favoring
verification. Nevertheless, it was important, he said, to
get started with negotiations, and not to let conflicting
views of the outcome block the start of talks.
3. Kmentt asked how U.S. support for the Indian nuclear
arrangement squared with India's strong position in favor of
a verification regime.
4. Kmentt said he had not heard before about our proposal
for a division of labor in western lobbying efforts. He had
no objection in principle, but said he would have to discuss
this point with Austria's CD delegation. He further noted
that the EU as a whole would have to come up with a position
on this issue.
5. Kmentt also said he had not been aware that the U.S.
supported negotiation of an FMCT through informal meetings of
the CD's plenary instead of in an ad hoc committee. He
indicated that the U.S. proposal of May 18 had referred to
discussions in an ad hoc committee. He agreed that it was
important to avoid linkages and get FMCT negotiations
underway.
