CLEAN SLATES FOR THE NEXT 11 YEARS.


1. In an amicable split decision within WEOG, 28 members of
the group have agreed to begin allocating seats on the UNDP
and UNICEF Executive Boards among themselves in accordance
with the 15 year rotation plan presented earlier this month
by the Swiss facilitator. Though the U.S. opted out of the
scheme, it leaves an open seat available to us in every year
the U.S. will be running for re-election through 2017
(UNICEF) and 2016 (UNDP). Members acknowledged that the
scheme will begin to break down at that point and need to be
renegotiated because of conflict between its allocation of
seats and U.S. membership. Many hope that there is enough
flexibility in the scheme (which leaves 6 unspecified years
to be shared by the 6 smallest WEOG countries but which could
also be available for the U.S. or other large donors) to
provide scope to continue agreed slates in the 2016-2021
period.


2. Malta joined the U.S. in opting out of the plan,
reserving its right to run for election at any time (though
it indicated no intention of doing so). Israel joined the
scheme and is allocated one year on each board at some
unspecified date after 2011.


3. Comment: This solution, which Mission helped to broker,
guarantees clean slates for the next 11 years, while
preserving our position (consistent with the P5 convention)
that the U.S. should be a member of any UN body in which it
chooses to participate at any time.
