1. Mission received the following note dated March 10,
2006, from Jose Antonio Ocampo, Under Secretary General for
Economic and Social Affairs, addressed to Ambassador Bolton,
regarding contributions for the Voluntary Fund on Indigenous
Issues. Text of note follows in para 2 below.

Excellency,

As Coordinator of the Second International Decade of the
World's Indigenous People, I am writing to draw the attention
of your Government to the Trust Fund on Indigenous Issues in
connection with the Second International Decade of the
World's Indigenous People.

In the wake of the adoption by the General Assembly of the
Programme of Action for the Second Decade last December, in
resolution A/Res/60/142, it is crucial for the international
community to provide its sustained support for specific
projects and programmes that directly benefit indigenous
communities. The projects that the Decade-related Fund will
support constitute an empowering tool in the process of
participatory development that the UN system, including the
Permanent Forum on Indigenous Issues, has been advocating
for. I am pleased to inform you that a large number of
project proposals have already been received and they clearly
surpass the current capacity of the Fund. The Bureau of the
Permanent Forum, as the advisory group for the Fund, will be
considering the proposals and advising me later this spring.
