1. (C) Further to Ref A, Ambassador Wolff had a follow-up
conversation March 2 with United Nations Secretary-General's
Chef de Cabinet Mark Malloch Brown. Malloch Brown mentioned
he had spoken with Deputy Secretary Zoellick March 1 about
Darfue, including the March 7 meeting in Brussels at which
the Deputy, European High Representative Solana, African
Union Commission Chairman Konare and Sudanese Vice Presidents
Taha and Kiir should be present. Malloch Brown said that UN
Department of Peacekeeping Operations (DPKO)
Assistant-Secretary-General Hedi Annabi would also attend
this session aimed at consolidating support for the African
Union Mission in Sudan (AMIS).
2. (C) Malloch Brown noted that the Secretary-General was
undertaking to write to all African heads of state urging
their support for AMIS transition to a UN peacekeeping
operation. Furthermore, SYG Annan planned to make calls to
selected Arab League leaders to reinforce this message as
well.
3. (C) Malloch Brown said the present political landscape was
not conducive to making a formal request for NATO support to
AMIS during the transition, suggesting this, too, would have
to await a final AU request.
