1. The Security Council, February 28, adopted (15-0-0)
resolution 1660 (reftel),which
amends the statute of the Tribunal to allow for the
appointment of reserve judges from among the ad litem judges
. The reserve judges would be present at each stage of a
trial to which they have been appointed and could replace a
judge who is unable to continue sitting. This change was
recommended by the Tribunal judges to ensure that major
trials would not be disrupted and could continue even if two
judges left the bench.
