1. ACTION REQUEST: The Secretary-General has recommended a
financing methodology for the Capital Master Plan that would
have Member States assessed over five years, in equal
installments (ref A). The European Union (ref B) has
proposed that, instead of five even assessments, assessments
for the Capital Master Plan be roughly proportional to the
expenditure required in those years. They have suggested a
five year assessment, with the first year assessment equal to
10 percent, the second and third years at 25 percent, and the
fourth and fifth years at 20 percent. USUN seeks guidance as
to whether this proposal can be supported by the U.S. in any
way, as support for this proposal may assist U.S. objectives
in other areas.
