1. (U) The United Nations General Assembly Second Committee
(Economic and Financial Affairs) adopted three resolutions by
consensus on November 17. The resolutions adopted were as
follows:
-- A/C.2/61/L.42 (draft resolution submitted by South Africa
on behalf of the G77 under agenda item 53(b)) -- Follow-up
and Implementation of the Mauritius Strategy for the Further
Implementation for the Program of Action for the Sustainable
Development of Small Island Developing States. The committee
Secretary read out an oral statement on program budget

implications (PBI) indicating that there are no PBI
implications for the 2006-2007 period. The Secretariat noted
that requirements for the 2008-2009 biennium would need to be
considered in the budget for that period, handled through the
Fifth Committee. (Note: the resolution's core request was for
the Secretariat to rearrange current staffing within the
Department of Economic and Social Affairs to adequately staff
the Small Islands Developing States (SIDS) Unit, which has a
current staff level of 2 full time employees. Some SIDS unit
positions had been funded in other years through voluntary
contributions. End note.) Adopted by consensus (Ref A).

strategy for disaster reduction) -- Natural Disasters and
Vulnerability. The Committee was informed that the
resolution contained no PBI. The resolution was adopted by
consensus (Ref B),after which the U.S. read an Explanation
of Position concerning resolution references to the frequency
of extreme weather events (Ref B).
-- A/C.2/61/L.32/Rev.1 (draft resolution submitted by
Belarus with U.S. and numerous other co-sponsors under agenda
item 58, operational activities for development of the United
Nations system) -- Commemoration of the Sixtieth Anniversary
of the Operations of the United Nations Children's Fund. The
Committee was informed that the resolution contained no PBI.
Adopted by consensus.
