1. (U) Partially overshadowed by the Security Council's
negotiations following the DPRK's nuclear test, the General
Assembly on Friday, October 13 unanimously appointed South
Korean FM Ban to be the eighth Secretary-General of the
United Nations, for an initial term of office from January 1,
2007 through December 31, 2011. The GA acted by acclamation
on the recommendation of the Security Council.


2. (U) Following the introduction of the Security Council
recommendation by current Council President Oshima of Japan,
and the appointment of FM Ban by acclamation, each of the
five chairs of the regional groups gave a brief
congratulatory statement (texts emailed to IO/UNP).
Ambassador Bolton spoke on behalf of the host country (text
available at www.un.int/usa). In a break from previous
practice, the Secretariat agreed to statements from the G-77
and the EU. When pressed why delegations - presumably
already represented in the statements made by regional groups
- were allowed a second opportunity to speak, the Secretariat
claimed to be powerless to say no to "the largest groups".


3. (U) Given the early date (by historical standards) of
Ban's appointment, the President of the GA has decided to
postpone the swearing-in ceremony for the new SYG until a
date in December (not yet determined). At that time, it is
expected that a similar round of congratulatory remarks will
be offered, including the traditional farewell statements to
the outgoing SYG.
