RECOMMENDS BAN KI-MOON TO BE NEXT SECRETARY-GENERAL

1. (U) On October 9, the Security Council adopted Resolution
1715 (text below) by acclamation, recommending to the General
Assembly that South Korean FM Ban Ki-Moon be appointed the
next Secretary-General of the UN. Prior to the Council's
decision, all other candidates for the position had withdrawn
their candidacies, enabling the Council to adopt the
resolution without a vote.
2. (U) Consistent with Article 97 of the Charter, the GA will
now need to take action to "appoint" the Secretary-General on
the basis of the Council's recommendation. USUN will press
the President of the General Assembly and other delegations
to move quickly to appoint FM Ban, to ensure that he has the
necessary time to transition to his new duties.
3. (U) Begin Text of Resolution 1715:
The Security Council,
Having considered the question of the recommendation for the
appointment of the Secretary-General of the United Nations,
Recommends to the General Assembly that Mr. Ban Ki-Moon be
appointed Secretary-General of the United Nations for a term
of office from 1 January 2007 to 31 December 2011.
