CHAIRS BRIEF SECURITY COUNCIL IN PUBLIC SESSION


1. The Chairs of the UN Security Council's Counter-Terrorism
Committee (CTC),1267 or Al-Qaida/Taliban Sanctions
Committee, and 1540 Committee on nonproliferation briefed the
Council in a public meeting on September 28, 2006. The three
Chairs described their committees' accomplishments over the
past 120 days and outlined their future plans. This was the
sixth such public meeting. Following the briefings, all
Council members, Venezuela, Switzerland, Finland, and Cuba
spoke. Common themes included: listing and de-listing,
combating incitement through the implementation of resolution
1624, and the importance of outreach and regional meetings to
promote the implementation of resolution 1540. As in
previous open meetings, Venezuela and Cuba both accused the
United States of failing to comply with its obligations under
counterterrorism resolutions by providing safe haven to
"terrorists." A verbatim transcript of the meeting has been
