1. As instructed reftel, USUN Legal Adviser contacted UN
Deputy Legal Counsel Larry Johnson to share US views on
candidates to replace Desmond de Silva as Prosecutor for the
Sierra Leone Special Court. Earlier in the day, the same
information had been passed to UK Legal Adviser Huw Llwellyn
who indicated that London is also reviewing the names and
many propose a candidate.


2. Johnson, who previously worked at the ICTY, said that he
knows Dermot Groome and Stephen Rapp. He asked that we
provide CV's for both candidates. Johnson indicated that
Luke Cote, a Canadian, has submitted his name for
consideration as has Chris Staker (para 3 reftel). He said
that the Canadian government has not yet taken a position on
Cote's candidacy.


3. Johnson said that he was unsure of the timeline for the
selection and expects to have further consultations with the
SLSC Management Committee on the matter.
