Representative, for Reasons 1.4 (B and D).
1. (C) During the Security Council's meeting this morning,
Chinese Ambassador Wang asked Ambassador Bolton to step out
of the briefing on the Council's recent trip to Sudan and
Chad. Wang, on instructions from Beijing, said that China
opposed any consideration of Burma in the Council, seeing no
upside to public discussion of the issue. Wang said China
believed it was "unacceptable" to proceed, especially in the
wake of U/SYG Gambari's recent visit to Rangoon.
2. (C) Wang said "we have too many other issues before us to
allow this to interfere" and risk causing (unspecified)
difficulties on these other issues. When Bolton asked if
China would veto a Burma resolution, Wang said "I think our
message is clear."
3. (C) Wang said that a similar message had been delivered in
Beijing and would be delivered in Washington.
