1. (C) As reported in REFTEL, the UK would like to press
forward with a list of names for sanctioning under UNSCR

1649. UKUN gave USUN on May 22 a revised list of targets.
UKUN stressed its desire to move quickly and submit the names
for sanctioning, ideally before the Security Council travels
to Africa in the beginning of June. The UK would like the
list to be tabled as a joint U.S.-French-UK proposal.

Note: As defined in OP2 of UNSCR 1649, this list names:
(a) Political and military leaders of foreign armed groups
operating in the Democratic Republic of the Congo who impede
the disarmament and the voluntary repatriation or
resettlement of combatants belonging to those groups;
(b) Political and military leaders of Congolese militias
receiving support from outside the Democratic Republic of the

2004 and was reported to be collaborating with the FNL.

Background:
FDLR: The Forces Democratique de Liberation du Rwanda (FDLR)
is an armed group of Rwandan origin operating in North and
South Kivu provinces in the east of the DRC. It has
consistently impeded efforts to disarm and repatriate its
combatants. It was formed from remnants of the former armed
forces of Rwanda and Interahamwe militias, some of who bear
responsibility for the Rwandan genocide, along with many
recruits from Rwandan Hutu refugee population. FDLR leaders
have prevented the participation in DDRRR programs of many of
their combatants, instead of setting political conditions for
their return to Rwanda.

MRC: The Movement Revolutionaire Congolaise (MRC) is a
Congolese militia formed in mid-2005 from elements of
numerous armed groups active in Ituri and North Kivu, to
demand participation in the Transitional National Government
(TNG). There have been multiple allegations that it has
received support from outside the DRC, notably via Uganda.
MRC leadership has resisted the participation of its
combatants in the disarmament, demobilization and
reintegration process, and it has engaged in hostilities with
both the Congolese Army and UN forces.

Mayi Mayi: Mayi Mayi is the generic name for Congolese armed
groups that first appeared as ad hoc civil defense units
during the wars of the 1960s and now often operate as
bandits. Depending on their area of operation, they are very
likely to receive support via external commodity and weapons
trading as well as collaboration with foreign armed groups.

The Rastas: They are an off-shoot of the FDLR, made up of
both Rwandan and Congolese combatants. Though their current
relationship with the FDLR is unclear, it seems that they
have abandoned any political position for violent armed
robbery and exaction.

RUD-URUNANA: US-based Rwandan opposition group established in
mid-2005. It is led by individuals who left the FDLR in mid
2004 and established the R-FDLR-URUNANA group (Urunana means
unity in Kinyarwanda). The R-FDLR was then superseded by the
RUD-URUNANA, which is agitating for an inter-Rwandan dialogue.
