1. (C) NATO Secretary-General Jaap de Hoop Scheffer
reported to the NATO PermReps today that India would like to
seek, on a strictly confidential basis, the opening of
political consultations with NATO. The Indian Ambassador
told the Secretary-General in a private meeting that India
will send a formal proposal soon to the Alliance and
envisions the first such political consultation taking place
in New Delhi at a medium-level of representation. U.S.
Ambassador Nuland welcomed the positive development, but
cautioned that NATO should encourage the Indians to allow the
Alliance to be as transparent as possible with Pakistan about
any future NATO-India relationship.
