1. (C) Ambassador Nuland delivered reftel A talking points
to key Ally Ambassadors (strictly protect) on October 24,
informing them of U.S. support for Romania as host for the
2008 NATO summit. German Perm Rep Duckwitz said Berlin was
still reviewing the options, though they previously had
supported Portugal. UK Perm Rep Eldon said the UK was also
leaning toward Lisbon out of preference for an older ally to
host the 2008 Summit and because Portugal asked first.
French Perm Rep Duque said France was open to Romania as
host, but remained undecided.
2. (C) Ambassador also delivered the talking points on an
individual basis to other Allied Perm Reps, most of whom
still had no instructions. A very angry Portugese Perm Rep
Gomes raised the issue with the Ambassador privately and
accused the U.S. of insufficient warning to Portugal of its
decision. He said Portugal intended to keep its candidacy
open.
3. (C) We will continue to inform and lobby delegations on
an individual basis.
