(SBU) On August 23, Director General of MFA's Agreements and Legal

B. Altangerel briefly discussed the U.S. proposal of a PSI ship
boarding agreement with E/P Chief. Altangerel said that MFA likely
would submit a proposal to the Cabinet within the next two weeks to
agree to negotiate an agreement with the U.S. Asked whether the two
ministries who had earlier objected to the agreement had changed
their positions, Altangerel said that the Ministry of Roads,
Transport and Tourism (note: which oversees the ship registry) had
withdrawn its objection. However, he said, the Ministry of Justice
and Home Affairs still had some concerns about whether the agreement
might infringe on Mongolia's sovereignty, and had noted Mongolian
laws might need to be changed. Altangerel appeared confident the
Cabinet nevertheless would approve the proposal to negotiate an
agreement.
