1. (S/NF) Despite ongoing rumors that he is seriously ill
(reftel),President Zine el Abidine Ben Ali presided over the
opening of a major local event on November 21 and delivered a
lengthy speech. Ben Ali spoke on the occasion of the opening
of the 14th Congress of the Tunisian Employers' Association
for Industry, Trade and Handicrafts (UTICA),which Ambassador
attended. Arriving late, which is typical at such events,
Ben Ali was present for approximately 45 minutes. On
arrival, Ben Ali took to the stage to greet the approximately
2500 individuals, including ministers, diplomats and UTICA
delegates. Walking slowly and appearing to have a minor limp
or to be slightly unsteady on his feet, Ben Ali waved stiffly
to the crowd. As he was introduced to a cheering audience by
UTICA Chairman Hedi Djilani, Ben Ali rose and sat several
times without difficulty. He proceeded to deliver a
thirty-minute speech in Arabic that outlined his economic and
commercial achievements and proposals (septel). While his
diction was poor and he stumbled over a few words towards the
end, Ben Ali appeared to have little trouble standing for an
extended period. He clearly was aware of his surroundings,
pausing on several occasions as "Tunis! Ben Ali!" chants rose
from the audience and singing along to the words of the
Tunisian national anthem.


2. (S/NF) COMMENT. Rumors abound about Ben Ali's reported
illnesses, treatments and life expectancy. However, each
time EmbOffs see him in public, he appears little worse for
wear than the average seventy-year-old. His occasional
absences from the public eye that fuel health rumors are
contrasted with his regular, although not frequent, public
appearances. Despite the frequency and intensity of the
talk, it is not at all clear that the end is near for Ben
Ali. END COMMENT.
