(C) Charge met with Mohammed al-Ayaab, Americas Desk Director
at the General People's Committee for Foreign Liaison and
International Cooperation on October 18. Al-Ayaab conveyed a
verbal response from Secretary Shalgam to Reftel invitation to
Exercise Leading Edge that had been conveyed as a diplomatic
note to the Libyan government. "Shalgam thanks the U.S. for
the invitation and acknowledges that this cooperation reflects
the improvement in our relations," Ayaab said, "but,
unfortunately the time is too short for planning our
participation because of difficulties during the Ramadan
period." He explained that the Libyans were trying to
determine if there was anyone from the government they could
send as an observer to Exercise Leading Edge, but he did not
know if they could coordinate a response before the October 29
designated arrival date in Bahrain. He hoped that Libya could
participate in future PSI exercises.
