1. (C) During a September 10 meeting with General People's
Committee for Foreign Liaison and International Cooperation
(MFA) Under Secretary for the Americas Ahmed Al-Fitouri, Charge
discussed Ref A points urging Libyan support for the full
implementation of UNSCR 1701, and Ref B points urging that Libya
oppose development of a common NAM position in support of Iran's
nuclear program. Per Refs C and D, Charge also ensured that
GPCFLIC (MFA) was aware that Libyan national Abu Faraj Al-Libi
was among the fourteen senior Al-Qaeda members transferred to
DOD custody in Guantanomo and would receive the same standard of
treatment as all other detainees in Guantanomo.


2. (C) On Lebanon, Fitouri replied that Libya was providing
humanitarian contributions of food, medicine and housing
construction in the south. Libya intends to channel its
assistance to Lebanon through the Arab League, Fitouri said.
Fitouri asked that the U.S. also look at how UNESCO World
Heritage sights in Lebanon could be better protected from damage
during hostilities.


3. (C) On Iran at the NAM, Fitouri noted that the GOL had taken
note of similar points made by visiting UNVIE Ambassador Schulte
during his August 28-30 visit here (Ref E).


4. (C) On Abu Faraj Al-Libi, Fitouri thanked us for the
information and said he would ensure relevant authorities were
aware of it.
