to Ambassador Abdulati Obeidi, Secretary of European Affairs at
the General People's Committee for Foreign Liaison and
International Cooperation (MFA equivalent). Obeidi is also a
primary interlocutor in the U.S.-Libyan bilateral relationship,
Libya's representative to the IAEA Board of Governorsand and
lead official on WMD issues. Obeidi said that Libya shared
the concern of the international community and therefore was no
longer engaged with North Korea. In response to our detailed
list of actions that would stop North Korea from accessing
material and financing for missile programs Obeidi replied,
"speak with the Russians and the Chinese; we have no dealings
with North Korea; we will cooperate with everyone to implement
the resolution."
