(S) This is in response to the request in reftel. Libya has
traditionally had few contacts with Hizballah because of
friction over the Imam Musa Sadr issue. While Qadhafi and the
rest of the senior Libyan leadership would probably not be eager
to add to that friction by taking on al-Manar, our best argument
would be any examples of al-Manar broadcasts calling into
question the validity of the Libyan Jamahiriya. The Libyans
have no use for the idea of private militias operating outside
government control, and they are concerned about radical
religious movements that would create instability. If USG
demarches could include specific examples of al-Manar reporting
that denounced or threatened Libyan or other North African
governments, our request to have the Libyans take action to
remove the channel from Arabsat might have more traction.
However, we do not believe that, even then, Libya would sign on
to any such effort, given the broad popular support in Libya for
Hizballah's supposed "victory" in its confrontation with Israel,
as well as Nasrallah's popular appeal.
