2. (C) Post conveyed reftel talking points February 16 to
MOFA Asian Affairs Bureau First Southeast Asia Division
Principal Deputy Director Atsushi Kuwabara. Kuwabara
responded that the Japanese embassy in Vientiane was aware of
the problem and that Japan shared U.S. concerns for the
condition of the children. However, he acknowledged that
MOFA was uncertain how to demarche the Lao government in that
the latter denies having the children. For instance,
Kuwabara asked on what basis the Japanese could say the
children's health condition was deteriorating when there was
no access to them. Kuwabara wondered whether there was any
additional information that the United States might share
with Japan in that regard. He said the Japanese Embassy in
Vientiane would be happy to exchange views with AmEmbassy
Vientiane on this issue. In the meantime, Kuwabara undertook
to inform his superiors and share the information with
appropriate MOFA personnel.

additional information we may share with MOFA.
