(SBU) Embassy Tokyo Political Officer on December 27
delivered the "ARF Workshop on UNSCR 1540" documents to MOFA
National Security Policy Division Deputy Director Akira
Murakami, whose division has the lead on this issue. (Note:
We also delivered them to the United Nations Policy Division
and the Biological and Chemical Weapons Conventions
Division.) Japan plans to participate but may not be able to
determine who to send by the December 31 deadline due to the
upcoming New Year holiday, Murakami explained. Murakami
requested a U.S. delegation list and a list of participants
from other countries to assist MOFA in identifying the
appropriate officials to send. He also asked whether EAP
Assistant Secretary Christopher Hill would be attending the
entire workshop.
