SUBJECT: JAPAN UNSURE ABOUT ISRAEL RESOLUTION, WAITING FOR
OIC DECISION ON AMENDMENT
REF: STATE 187024
Classified By: Political Minister Counselor W. Mike Meserve for reasons
1.4 (b) and (d).
(C) Embassy Political Officer delivered reftel demarche
November 15 to MOFA Human Rights Division Principal Deputy
Director Yoriko Suzuki. Suzuki said that Japan is opposed in
principle to the "unfair and unbalanced" resoultion. Japan
will only consider voting 'yes' on the resolution if the OIC
approves an amendment jointly proposed by the EU and Japan
which, she said, includes language condemning the violence
against Israeli civilians carried out by Palestinian
terrorist elements. However, even if the amendment is
adopted, Japan is still leaning towards a 'no' vote because
among other reasons, there is no budget reserve to pay for a
UN mission to Gaza.
