1. THIS IS AN ACTION MESSAGE. SEE PARAGRAPHS 4-6.

2. SUMMARY On 19 October, Japan received a Notional Agenda
for the subject meeting from its Embassy in Morocco, which
had been passed to it by the Russian Embassy. Japan is
concerned because the agenda indicates that IPNs are expected
to reach agreement on the Explanatory Notes, something that
has not been mentioned in any previous discussion with Tokyo
(reftels). Japan would like to know the status of the
notional agenda and whether it has been agreed by both the
U.S. and Russia. (NOTE: MOFA passed us a copy of the notional
schedule.) END SUMMARY.

3. The portion of the detailed agenda that is of particular
concern to the Japanese is: Goal: Reach an agreement on
Statement of Principles, including Explanatory Notes to SOP,
as well as Terms of Reference for Implementation and
Assessment. Agree to Chairman's Statement for the Meeting,
which will include next meeting venue, date, and purpose.

4. Japan seeks immediate clarification on which documents
IPNs will be expected to endorse at the meeting. Japan's
current understanding is that the IPNs will be asked to
endorse only the Statement of Principles and the Terms of
Reference. Japan will not be able to endorse the Explanatory
Notes because there is no time for an interagency coordinated
response. Japan requests the statement, including Explanatory
Notes to SOP, be deleted.

5. Japan also wants clarification on when it is expected to
make its expert level briefing. It plans a comprehensive
presentation that may go beyond one principle, touching on
physical protection, a nuclear security seminar, and possibly
additional elements. (NOTE: The notional agenda has each
country's expert level briefing focus on one Principle. EST
officer told MOFA counterparts that Japan's briefing could
probably fall under Principle one because its primary focus
will be physical protection.)

6. Japan would like information on the title of each
country's expert level briefing before the meeting.
