1. There were no significant avian influenza (AI)
developments in Japan during the period August 31 to
October 13. No human or animal outbreaks of H5N1 AI were
reported in Japan during the above period.

-- The GOJ Conducted a Tabletop Drill on Pandemic Influenza

1. On September 12, 19 Japanese ministries and agencies
carried out a tabletop exercise on pandemic influenza. The
exercise was conducted under the assumption that a mutated
strain of the H5N1 virus, which could be transmitted human-
to-human, was found in another country and the spread of
the virus was expanding. The Cabinet Secretary provided
the ministries and agencies with serial information of the
infectious status of the virus every one hour by fax and e-
mail. The ministries and agencies were required to send
their countermeasures based on the national Pandemic
Influenza Preparedness Action Plan to the Cabinet Secretary
within two hours.

2. On September 27, the Institute for Foreign Policy
Analysis, U.S. Pacific Command (PACOM),and the Institute
of World Studies at Takushoku University held a pandemic
influenza workshop in Tokyo. The purpose of the workshop
was to facilitate an in-depth exchange of information among
U.S., Japanese and the Republic of Korea (ROK) experts and
officials responsible for planning and managing their
respective national strategies for responding to an
influenza crisis. In addition to national strategies of the
three countries, special attention was given to military
preparedness and response plans for pandemic influenza.
Officials of PACOM, Japan Defense Agency and ROK Armed
Forces Medical Command made presentations during the
workshop.
