1. (SBU) THIS IS AN ACTION MESSAGE.
2. (SBU) On September 5, science officer spoke to MOFA,s
International Nuclear Energy Cooperation Division Deputy
Director Takayuki Kitagawa regarding GNEP,s Statement of
Principles (Reftel). Science officer provided additional
background to Kitagawa on the Statement of Principles
concept. After the exchange, Kitagawa raised a series of
questions that Japan would like Washington to address before
the Japanese side responds.
3. (SBU) The questions are as follows:
Background:
Is this statement legally binding?
Does the U.S. alone issue this statement or are you thinking
in a form of a joint statement?
Who is going to receive this statement?
Why does the U.S. want to formulate this statement at this
time of the year?
What would be the meaning or significance of this statement
issuing at this time of the year?
Statement:
Which states are GNEP Partners? The six countries you listed
before or something else?
The fourth bullet beginning with Establish supply arrangement
among nations. The word --arrangement-- means treaty
or measure?
The fourth para beginning with --We are committed to comply
strictly with our commitments-- Please clarify what these
commitments means.
