1. "Secretary Rice's 'Carrot and Stick' Approach to Iran"
The liberal Asahi's Washington correspondent Umehara
reported (6/2): "The USG altered its policy toward Iran
on Wednesday and expressed its readiness to talk to
Tehran directly, though with conditions. Washington
believes that showing flexibility and seeking a
diplomatic resolution to the Iranian nuclear issue will
make it easier to later obtain support from other
permanent members of the UN Security Council for punitive
measures, including sanctions. It appears that this
'carrot and stick' approach reflects a decision by
Secretary of State Rice, a leading realist in the Bush

talks could come to a standstill."
