Keizai gave top play to a plan by Honda Motor Co. to
construct a new plant in North America by 2009 for
production of high-fuel-efficiency cars.


1. "US to Deploy National Guard Troops Along US-Mexico
Border" Washington correspondent Sadahiro of the top-
circulation, moderate Yomiuri commented (5/16):
"President Bush has decided to deploy thousands of
National Guard troops along the US-Mexico border to stem
illegal immigration into the US, which has become a
political issue there following massive demonstrations
across the country. The president will announce details
of the plan in a speech to be delivered Tuesday morning
(Japan time).


2. "The president made the decision in response to calls
from conservatives, who have become increasingly
concerned about the number of illegal immigrants from
Latin America. Nevertheless, questions have been raised
about the wisdom of using the National Guard to patrol
the border.... Up to this point, President Bush has
pushed for a 'guest worker' program that would legalize
those illegal immigrants already in the US. It appears,
though, that he has decided to adopt a tougher line in
view of the continuing decline in conservative support
for his administration."
