1. (U) This is an ACTION REQUEST (see para 3).


2. (C) Embassy is pleased to know the ROKG has agreed to
participate in the Proliferation Security Initiative (PSI),
and that a PSI Operational Experts Group delegation will be
coming to Seoul to discuss ROK participation, as well as
visiting Japan to meet with PSI counterparts in Tokyo. POC
for the Tokyo stop will be Political Officer David Jonathan
Wolff, Email: wolffdj@state.gov.


2. (C) Per reftels A and B, we understand Dr. David Cooper,
OSD Director for Nonproliferation and U.S. head of delegation
to the PSI Operational Experts Group (OEG),will lead an
interagency delegation from DOD, DHS and State for meetings
in Seoul on March 8, 2006. Having been informed of this, the
Government of Japan requests the delegation visit Tokyo
immediately following their visit to Seoul.


3. (C) ACTION REQUEST: Please confirm that Dr. Cooper and
his delegation will visit Tokyo for meetings the afternoon of
March 9th and provide the delegation's arrival/departure
information and hotel requirements in a country clearance
cable.


4. (C) Upon confirmation of the delegation's travel plans,
embassy set up appropriate meetings with PSI OEG counterparts
to include representatives from MOFA, the Japan Defense
Agency, Japan Coast Guard, and relevant intelligence and law
enforcement agencies in Japan. Per reftel A, we have also
noted Dr. Cooper's request to meet with MOFA counterparts to
discuss the CWC MOU. Embassy EST Officer Matt Wallace has
been working that issue and will arrange the appropriate
meeting with MOFA BWC/CWC Division Director Takeshi Aoki.
MOFA has also informed us that Northeast Asia Division
Director Naoki Ito will also be pleased to meet with ISN/CPI
Tony Ruggiero on March 10th to discuss the DPRK flags of
convenience issue. Notional schedule will follow reply to
this message.
