1. (C) The MFA has informed us that the GONL would approve a
formal request for a carrier visit by USS George Washington
to St. Maarten in mid-April. They would also approve cruiser
and destroyer visits to Curacao and Aruba.


2. (C) In a conversation February 21 with CDA, Marion
Kappeyne van de Coppello, head of the MFA's Western
Hemisphere Department, also said that the GONL would prefer
not to receive a request for a carrier visit to Curacao, for
reasons mentioned reftel.


3. (C) The next step is for the USN to make a formal request.
The destroyer and cruiser visits would be covered under
existing procedures for blanket clearance, while the carrier
visit would require a separate, formal request.
