1. (C) Polmiloff discussed reftel points with MFA Senior
Policy Advisor Marieke Monroy-Winter on November 2.
Monroy-Winter agreed with the importance of continued
engagement with Ukraine, and suggested support for eventual
Ukrainian NATO membership aspirations was now more important
than ever. She acknowledged that the Dutch continue to doubt
Ukraine's readiness for the Membership Action Plan (MAP),and
said she was afraid our demarche might involve a last-second
USG position change on the "m" word (membership) for Ukraine
at the Riga Summit. As such, she identified "supporting
Ukraine's decision to set its own pace in seeking NATO
membership" as a key consideration. Monroy-Winter quickly
added, however, that this should not prevent the alliance
from pushing Ukraine toward Euro-Atlantic integration and
realizing its NATO membership aspirations.
