1. (U) This is an Action request for Embassy Santiago.
Please see para. 3.
2. (C) PolMilOff, MILGP Commander, and DAO delivered ref A
demarche and both English and Spanish non-papers on end use
monitoring to Minister of Defense (MOD) Aristides Mejia on
February 16. Although the issue was a sensitive one, MOD
promised Post detailed information on quantity and types of
engines and/or other equipment sent to Chile for maintenance.
Post requested dates when they left the country and when
they are expected to be back as well as stage of maintenance
they are currently in. Subsequently, MILGP and PolMilOff
have followed-up on numerous occasions through various
avenues but have yet to receive this detailed list from the
MOD/Honduran Armed Forces (HOAF). Post has made clear to the
MOD/HOAF the proper procedures for any future transfers, and
they are aware that the Embassy needs this information in
order to appropriately close the case. Post has heard
smatterings about the issue but nothing concrete. Post has
most recently been promised this information once the Air
Force Chief of Staff returns from Chile. MILGP has the lead
on this issue and Post continues to press for closure via
appropriate authorities. As more details develop on end use
monitoring/third party transfers of these engines and
equipment, Post will promptly e-mail State (WHA/PPC, WHA/CEN,
and PM/RSAT).
3. (SBU) Action request for Embassy Santiago: Post requests
POL and MILGP probe about this issue with appropriate
personnel in the Chilean Armed Forces and report any findings.
