1. (C) According to a source in the parliament, an Uzbek
cultural delegation will travel to Saint Petersburg from
April 17-22 to participate in the Forum of Art and Science
Intellectuals of the CIS countries. The delegation was
invited by the rector of Moscow State University, actor Kyril
Lavrov, and film director Rustam Ibragimbekov. The
delegation will reportedly be headed by the President's
younger daughter Lola Karimova, and includes Saidakhror
Gulamov, the rector of Tashkent State Economic University.
2. (C) Notably absent from the Uzbek delegation are leading
cultural figures such as Abdulla Aripov, author of the
national anthem, and Senator Erkinvahidov, Chairman of the
Senate Committee for Science, Education, Culture and Sport.
A source in Parliament told us that parliamentary bureaucrats
and MPs were angry that no Uzbek "patriots" would participate
in the visit.
3. (C) Comment: This cultural exchange follows on the heels
of a presidential decree mandating the opening of a Moscow
State University (MGU) branch in Tashkent. The fact that
Lola Karimova is leading the Uzbek delegation would seem to
improve her chances of winning the MGU Tashkent rectorship
over her elder sister (reftel). If our parliamentary source
is correct, there are those in the government who may feel
that closer cultural ties come at the expense of Uzbek
cultural autonomy and national identity.
