1. (C) The Embassy obtained an advance copy of the agenda of
the Fifth Plenary Session of the Uzbekistan Senate, to take
place in Tashkent on February 24. Items slated for discussion
are:
A. Law on information security in the automated banking system
B. Amendments to laws relating to simplification of
certification and services procedures
C. Law on consumer credit
D. Law on homeowners' associations
E. Amendments to credit union law
F. Amendments to certain laws on reducing the number and
improving the system of business inspections
G. Amendments to certain laws relating to reduction of types
and simplification of clearance procedures for entrepreneurial
activity
H. Ratification of the Uzbek-Russian Treaty on Allied
Relations signed on November 14, 2005
I. Renunciation of the GUUAM Convention on Mutual Consular
Assistance, signed at Yalta on June 7, 2001
J. Senate report on activity of its General Assembly,
Committees, and Commissions
K. Changes to the composition of the Supreme Court
L. Appointment of a new Ambassador to Ukraine
M. Relieving the Ambassador to Israel from duty
N. Appointment of a new Ambassador to Pakistan
2. (C) Comment: All items on this agenda have doubtless been
cleared and coordinated through President Karimov's office
well in advance, if not scripted directly by a presidential
staffer. While there are no surprises here, the list presents
a good picture of the administration's policy priorities:
forging ahead with "economic reform," dissociating Uzbekistan
from alliances with countries - specifically Georgia and
Ukraine in the GUUAM group - that have oriented themselves
toward the West, and embracing a new-old alliance with Russia.
