(C) On October 17 Poloff delivered reftel points to Arti
Hilpus, MFA Director for Security and Arms Control, and
Ketlin Susmalainen, MFA Arms Control Desk Officer, for the
upcoming Convention on Conventional Weapons Review Conference
in November. Concerning the U.S. proposal, Hilpus said that
the GOE is not in a position to support the opt-in approach
at the moment. The GOE would like to move towards legally
binding obligations concerning the "detectability and active
life of MOTAPM". Conceding that it is important to adopt the
protocol this year, Susmalainen added that "states who don't
share the view of legally binding obligations shouldn't block
those states who want to adopt a strong legally binding
protocol."
