(C) In response to Ref A demarche, MFA Third Department
Director General Simmu Tiik told the DCM that the Ministry's
Spokesman had already informed the press that the GOE
condemns the North Korean nuclear test. According to the BNS
News Service, the Ministry Spokesman stated on November 9
that: "Together with its partners Estonia stands firmly
against North Korea's nuclear ambitions, which pose a threat
to stability in the region and the entire word." Tiik said
that legislation is in place in Estonia to enforce any
sanctions passed by the UNSC or the EU. He indicated that
unilateral sanctions would be more difficult legally, but
promised that the MFA would have a word with Estonia's
financial regulators asking them to keep a particularly close
eye on any transactions that might in any way be linked to
North Korea.
