1. (C) On May 17 Polecoff delivered reftel points on
restricting
visas to members of the Justice and Equality Movement (JEM),
and encouraging support for the Darfur Peace Agreement, to
Marek Luts, MFA
Sudan Desk Officer. According to Luts, some in Brussels
would like
to see an end to EU funding for AMIS, in addition to rapid
transfer of
responsibility for the mission to the UN. Luts shared with
us that he
had recently met with the Ambassador from South Africa who
argued that
the AU retain primary responsibility for AMIS, and that what
was lacking
was the necessary funding from the United States and the EU.
Luts made it
clear that a unilateral ending of EU funding for AMIS is a
minority view, and not supported by Estonia. But he said the
EU
does not want to continue "merely writing checks for
AMIS".
2. (C) On the matter of restricting visas to members of
the JEM, Luhts said the issue is still being
discussed within the EU. He felt there was consensus among
member states
for the EU to impose visa restrictions. Finally, Luts said
the GOE
will be giving an additional 500,000 Estonian Kroon (39,000
USD) in
humanitarian assistance through the UN for Darfur assistance.
