(C) On October 31 Poloff delivered Ref A points to Riho
Kruuv, MFA Director for Export Control, and diplomatic note
(Ref B) to Mart Laanemae, MFA U/S for Economic and
Development Affairs, regarding UN Security Council Resolution
1718 banning sales to and from North Korea of certain
conventional arms and missiles. On November 2, Kruuv
informed us that in line with other EU countries, the GOE
will apply sanctions and an arms embargo against North Korea.
Additionally, Kruuv told us that the Ministry of Interior,
Security Police, Border Guards, and the MFA are taking extra
care to share information and coordinate their efforts.
Estonia is not a country of origin or transit for North
Korea. However, Kruuv noted, if the tigthening of
international sanctions drives the North Koreans to look for
new routes in or through Estonia, the GOE will be ready.
