1. (U) This is an action request (paragraph 2).


2. (C) Fiji's CEO of Foreign Affairs, Isikeli Mataitoga,
told the Ambassador February 14 that Fiji has decided to
become a candidate for the UN Peacebuilding Commission.
Using reftel guidance, Ambassador encouraged Fiji to put its
name forward, but noted we could not commit to a vote in
advance. The Ministry of Foreign Affairs followed up with a
diplomatic note, dated February 15, formally requesting U.S.
support for its candidacy. Given Fiji's long and successful
record in peacekeeping, Embassy believes Fiji would be a
valuable member of the Peacebuilding Commission. Embassy
requests guidance on how to respond to Fiji's request for
support.


3. (SBU) Text of Diplomatic Note from Ministry of Foreign
Affairs and External Trade, Republic of the Fiji Islands:

Note No. 096/06

The Ministry of Foreign Affairs and External Trade of the
Government of the Republic of the Fiji Islands presents its
compliments to the Embassy of the United States of America,
and in reference to the Resolutions adopted by the United
Nations General Assembly and the Security Council on the 20th
of December, 2005, regarding the establishment of the
Peacebuilding Commission, has the honour to inform the latter
that the Government of the Republic of the Fiji Islands has
decided to present its candidature for membership of the
Organizational Committee of the Peacebuilding Commission in
the category open to the membership at large of the United
Nations General Assembly.

In the light of the strong diplomatic ties that happily exist
between our two countries, the Government of the Republic of
the Fiji Islands would highly appreciate the valuable support
of the Government of the United States of America for Fiji's
candidature to the above mentioned Committee.

The Ministry of Foreign Affairs and External Trade of the
Government of the Republic of the Fiji Islands avails itself
of this opportunity to renew to the Embassy of the United
States of America the assurances of its highest consideration.
